In order to take their land, Hedley Lemar, politically connected nasty person, sends in his henchmen unlivable city. After the sheriff is killed, the town demands a new sheriff from the Governor. Hedley convinced him to send a black sheriff in the West. Barrett urban complex that will win over some of the problems city has.
